You just bought a beautiful 1975 muscle car, or maybe you have been nursing a vintage pickup truck for decades. Now registration renewal is coming up and you are wondering: does my classic car even need a California SMOG check? The answer depends on the model year, and the rules are more straightforward than most drivers realize. Here is everything you need to know about classic car SMOG exemptions in California before you head to the DMV.

The Basic Rule: Model Year Determines Exemption

California law exempts vehicles from the SMOG inspection requirement based on their model year. Specifically, any vehicle that is model year 1975 or older is fully exempt from the standard SMOG Check program. These vehicles are classified as historic vehicles under California Vehicle Code Section 4000.1, and they do not need to pass a SMOG test to register or renew registration in California. This exemption applies regardless of how the vehicle looks, what engine it has, or how many miles it has been driven.

In addition to the pre-1976 exemption, there is a rolling exemption for newer vehicles. Cars that are model year 1976 or newer and at least eight model years old are generally subject to the biennial SMOG requirement, but the exemption for truly old vehicles remains fixed at 1975 and older rather than rolling forward each year. This is an important distinction many drivers get wrong.

What About Vehicles Made Between 1976 and 1995?

If your vehicle was manufactured between 1976 and 1995, you are in a different category. These vehicles are subject to SMOG inspections, but they use a tailpipe test rather than the OBD II (onboard diagnostic) scan used for 1996-and-newer vehicles. Older OBD I or non-OBD vehicles go through a functional exhaust emissions test where a probe is inserted into the tailpipe to measure hydrocarbons, carbon monoxide, and oxides of nitrogen. The standards for these older vehicles are generally less strict than for modern cars, but you can still fail if your engine is in poor shape or your catalytic converter has been removed.

Removing or bypassing emissions equipment on any vehicle that requires a SMOG check is illegal in California, even on older vehicles. If your classic 1980s car is missing its catalytic converter, expect a failure. You can learn more about this in our California SMOG Check Guide.

Special Considerations for Collector and Historical Vehicles

Some owners of older vehicles register their car under a Historical Vehicle designation with the DMV. This is available for vehicles that are at least 25 years old and are maintained primarily for participation in club activities, exhibitions, tours, parades, and similar events. Historical vehicle registration typically comes with a fixed, one-time registration fee and no annual renewal requirement. However, you must keep the vehicle off the road for regular transportation use.

If you use your classic car for everyday commuting, the historical vehicle registration is not the right fit. You would register it normally, and if it is a 1976 or newer model, you would still owe a biennial SMOG inspection. Be honest about how you use the vehicle, because misrepresenting its use to avoid a SMOG check is a legal risk.

Modified Classic Cars and SMOG Rules

Here is where things get complicated. If you have modified your pre-1976 vehicle with a newer engine swap or updated fuel system, you may lose your exemption status or face additional scrutiny. California's Bureau of Automotive Repair (BAR) has provisions for referee inspections when vehicles have been significantly modified. The BAR Referee Program is specifically designed to evaluate vehicles that do not fit neatly into standard inspection categories. You can read about how the referee process works in our post on the BAR Referee Program.

If you have dropped a 2005 engine into a 1970 body, the vehicle may need to comply with the emissions standards of the newer engine's model year, not the body's year. Talk to a STAR-certified station before registration if your vehicle has major drivetrain modifications.

Smog Checks for Out-of-State Classic Cars Moving to California

If you are moving to California with an older vehicle from another state, the rules still apply based on the vehicle's model year. A pre-1976 vehicle remains exempt even if it was never registered in California before. However, you will still need to pay applicable use tax and register with the DMV. If your out-of-state classic is a 1976 or newer model that requires a SMOG check, you will need to pass a California inspection before you can complete registration.
